the option "deny bets" is set to 'yes' in the league manager for some leagues

Thanks for your hard work and continuous updates .

I have a a couple of questions;

1. What does "Can access betting game" in the usergroup options do? If I click on the help question mark icon I get the blurb for "can view forum" permissions.
2. Did the option to split leagues by years make it into a previous update as I can't seem to find the setting for it?
