Its the way its been coded in the xml, the coder replaces the mod link with mod and T4U so they appear together.
The simple solution is to go to your plugin manager and disable this T4U Privacy Policy its the bit of code that parses the Mod link to add the policy link, once you have done that simply go to vbulletin options>Site Name / URL / Contact Details>Privacy Statement URL and enter http://www.yoursite.com/forum/privacy_policy.php replacing yoursite with your domain and forum with your forums folder name.

A Privacy statement is different than a privacy policy
1 - is an agreement we abide by meaning your own forum
2 - is information for customers to understand what is expected of you as a browser or registered member
Simon, its simply a work around as you coded the link to be parsed along with the mod link, however a fix from you would be very much appreciated
EDIT: of course you can search in phrases for privacy_statement and change the default text to Privacy Policy

Just to fix the part that introduces the link to the footer, you need to do it without removing and then re-adding the mod link, its a great mod with a minor but irritating bug!
The fixes i've explained here i've used on my site but i'd much rather the mod be complete
