Plugin System -> Manage Products -> [Add/Import Product] -> Select 'product-header_marquee.xml' from your computer then press 'Import'

you should be able to add colour by using these tags
<font color="blue">your text here</font>

blue is only example put any colour you want

doesnt work on my 3.5.2 at all (installs all ok just no marquee displaying on forumhome)

Works great for me !!! Intalled ..

Would be great if it could be attached to a Database somewhere and would show random quotes from there?
If I had a ounce of skill I would try it . but I am completely PHP retarded
