Instructions: Upload the un-zipped file to your /forums directory and overwrite the current cp.css. Then upload the cp_logo.gif image to the mod and admin folder.

Ah, it was because I had my default window background set to a dark grayish colour, and everyone else probably has their's set to white. It's okay, though, I already made my own CP.css.

Hmm, why would this not work on my board? I have never got an admin cp.css file to work.
