That's a matter of subjective opinion. I'll stick to facts - I can name you many vBulletin boards - big ones - that are still running version 3.x and one that's even still on version 2.6!
It's silly to assume one must "upgrade" just for the sake of upgrading, and like Paul said it's also poor planning and strategy. |

If the site is running smoothly and there are no compatibility issues with newer browsers and no security issues then I see no reason to upgrade.
