No, you can install and run vB 3.x OR 4.x OR 5.x under your vBulletin 5 license. Per the license agreement you're allowed to run one test site online - Example:
www.domain.com/forum would be the live forum, a clone (for testing/upgrade purposes) would be
www.domain.com/testvb (this folder /testvb/ should have .htaccess protection, code added to config to not send out emails etc (if a clone site then it will email your members same as live site so disable that).

As far as I recall, someone correct me here if I'm wrong but localhost is your sandbox I personally have every version of 4.x installed minus 4.2.3 on localhost by installing apache, mysql, and php myself (no xampp - you can use google to find EXCELLENT tutorials for how to setup all that without using xampp and best part is it works much better when you do it that way). I cannot and will not do that online because it would blatantly violate the license agreement.
