Nothing in the list seems relevant, maybe you should check your includes/config.php file and make sure you have a valid email address in the ****** TECHNICAL EMAIL ADDRESS ****** then trigger the error again, and you should get the error emailed to you.

Ok. I try that but didn't get an email sent to me. My option is to buy another hosting and move it to that new one. Anything else you can think of that i can do? If not I did appreciated your help!!

I see no reason for, misc.php?do=chooser to give that error.

I have directed the OP to contact their host, or vBulletin support.
