No. That is illegal. You must have a vB Licence to use vB.

how i can get the Licence?
but i saw many people using vbb without Licence.

I used a hack version for about one month, when I first started our forum when it used to be hosted on my personal site, but when we got the domain www.hr3rdgen.org I bought the licence, that hack was all buggy.
