I have the same problem, no CC, they are also not so much used in NL. So i also have those limits. It is not even the monthle limit that is bothering me, there is also a total limit. When i reach that, i think i will have to cancel the account and open a new one.
Precisely! And i had to end up getting a fren to help me with this, but the damn statement has yet to reflect the 1.95 charge...and it has been 2 freaking weeks!
Stupid system if you ask me. I once asked if there was no way around having a CC for varifying, a few WEEKS later i got just a copy&paste answer stating you needed a CC.

If you have money in your PayPal balance you can send money, up to the sending limit.
