There isn't one. You just have to enforce the existing rules, not try to create new filters.
How about detecting multiple registeration per user via cookies?
For example, a hack could scan the users' PCs and look for ALL cookies from vb site he/she visiting then give the admin/mod an alarm that this guy has x number of nicknames.

Well, 99.9% of users won't know about "Delete Cookies" trick + they won't know that the script is installed (you won't tell them right? ). Even if they know that a script is installed and they know about "delete cookies" trick you have to trust the human error factor .
