I recommend you threaten legal action since emails can be considered as a written contract/verbal contract.

True but emails can be changed easily - best to have a contract in writing with signatures - that's foolproof. Just fax it to each other.

I also think you should make this person public. If he/she isnt reliable enogh to keep a simple deadline or isn't responsible enough then other members should know who he is so we know not to deal with this person

I am happy to say that my project looks like it complete and i am very happy with what i have seen. It has been worth the wait.
