This may require changes to the database tables to store additional references to avatars for the admins.
 I think the easiest and the most hack free solution to this wuold be to make those avatars into an animated gif with a 2-3 second delay between the frames.

naahh... I don't call it a solution...
by the way... Firefly made so only admins can use tag [img], so why it should be impossible to limit this feature to admins only?

Hmm someone correct me if I am wrong, but all you have to do, is make an upload forum, that stores the pics in your data base
and then just call upon them using a rand() function

]well.. u could just make a txt or whatever file where u have stored names of your logos and them call them using a rand() function. So u're free of making a new forum...
The main problem is : I can't figure out how to do it, but I have the idea. That's what request forum is all about.
