Ok. Ticket submitted. You might want to do the same. You could mostly just copy/paste what you posted here. I'm not getting the same problem now on the forum side, just the admin. But I changed it to no-cached headers, so that may be why the forum side is working now.

It sounds like you're blocked by the firewall, you should flush your blocked ip's and flush the brute force login tables.
