Try reimporting your language by uploading the do_not_upload/tools.php file to your admincp.

I presume so, super admin is defined in the config-file.

From where do I upload the file? Will this erase all translation that is previously done?

tools.php is in the do_not_upload directory that came with your vbulletin files. It will only overwrite the Master Language, not any translations you have made.

Alternately, add the following phrase:
Phrase Type: Control Panel User Ranks
Product: vBulletin
Varname: user_rank_manager
Text: User Rank Manager

(I suggested reimporting because if you are missing one phrase, you may be also missing others.)
