VBulletin 4.0.x has built in support for Vimeo in their standard VIDEO BB Code- so why do you want this one? Recently Vimeo updated their player so it can work on iPads and other mobile devices, the built in code does not work on some of these devices where as this one does.

This has been confirmed working in the latest releases of IE, FF, Chrome, Safari, and Opera.

Add a new BBCode

Title: Vimeo Video
BB Code Tag Name: vimeo
Replacement:

Code:

<iframe src="http://player.vimeo.com/video/{param}" width="540" height="380" frameborder="0"></iframe>

Example: [vimeo]14240735[/vimeo]
Use Option: No
Button Image: (optional)

Remove Tag If Empty: Yes
All Disable Options: Yes

That's not something you can set with a bb code, you'd need to search for customizing the editor.

Then you can use the built in video bbcode and still be able to view the video on ipads and mobile devices.
