If you are in debug mode, you simple create a product (give it a name, etc) and then when you create templates/phrases/plugins, you select that product as what they belong to and then when you export the product, all those templates/phrases/plugins get exported with it and viola - you have a product!

I know what you are asking. Look underneath what you are looking at - "Add New Product". This allows you to create a product. Add the necessary information and click "Save". This creates the product and you will see it in the Products Manager. To add a plugin to this product, add a new plugin, and choose to attach it to your newly created product.
