i did run repair n optimize from acp in my vb

There maybe nothing you can do if you've optimized vBulletin settings, removed/disabled modifications you dont need and are still shut down you'll either need to move hosts, or upgrade to a larger hosting arrangement.

but bro it was working fine till 3 days ago its started acting up

The thing about shared hosting is that the server load is shared among all the sites on the server. It's very hard to tell which site on the server is causing the problems. You could be doing all sorts of things to reduce the load but not see a difference if the other sites aren't also doing things to reduce the load.
