@snake, can you stop telling Marco what to do?!... you are not the thread poster, that person can defend on his/her own... and stop acting as a Staff...
@Dr.Love, your situation is not new, but from what i see, you may just be facing some host that is pushing you to pay more for an account, and it's not a new situation, a lot of vBulletin owners have seen their account blocked for no reason because the host requested them to switch to a VPS... the best thing is to verify with a new host if they have problems with general vBulletin forums. as Marco indicated too, there is a forum for that kind of situation you can discuss... maybe make a search for your host name there, you may have some echoes from other vBulletin owners...

i don't asking for hosting , i asking for solution root of my forum snakes1100 yes i installed many Products but i removed interest when you receive the recent problems now i want to upgrade my forum to last version then i see where the problem

Doc, the upgrade will most likely cause a bit more resource use in your site, have you disabled all your modifications or are there still active ones?
A list of hacks would help as well.

The stats hack can be a large resource hog if your doing the top 10 or even the top 5 on a vhosted site, disable it and see what the host says.
As i've said, if your host is unwilling to help you and tell you what is causing the high resource issue, then i would get a new host, they are probably trying to push you to get a more expensive hosting package. That's not a very good host in my opinion.
