If you're referring to the Articles, Mods, and Styles tabs - then no, that is easy replicated within vBulletin. The sections themselves are merely forums created through the AdminCP that are hidden from the public, unless the direct URL is known; clicking on each tab is taking you to each forum's respective direct URL.

Forums can be hidden by giving them a Display Order of 0.

Although you'll need extra tweaks to make them show up on search & forum jump. Found this out myself with my forum
