How would you know if an IP is a proxie or not?

Hi all, just wondering, after the abuse on my vb ive enabled mod inspection before approval, now how can i check the Ip to see its not a proxie of some sort? Also would there be anyway to ban a user permenantly even thoguht u got his original IP?

any sort of info would be great! Cheers!
