PM message in email notification

I'd really like the email notifications about new private messages to also include the text of the message. This would allow me to determine the importance of the message before checking it.

This doesn't make sense IMHO.
If you want users to be able to send you an eMail, you can just enable this feature.

However, you can just include $pm[message] in phrase pmreceived (Email Body Text) to achieve what you want.

Can I use if conditionals in the phrases? I'd like to set it for admins only basically.

I am sorry, but you can't use conditionals in phrases.

But what you actually can do:
Built a language just for the admin(s) based on the current language, and just change the phrase in this language.
