Well, the only way you could really tell is by IP (not counting proxy), because you can't really force them to keep cookies or anything. Well, maybe you could convince the not-so-smart users?

EDIT - and I don't think I need to explain multipleusers per IP

Sure. But some users don't accept cookies or their "firewalls" block them

How about making it based on the time of day? Look at your logs and see when traffic starts to pick up. After that time it could be "registered users only".

Time of day is not good... Session ID? Issue is I'd like google to spider but users to register

you could do it with the session table. I did a mod to show an interruption to users of groups of your choice that shows every x pages.

Be careful though. You don't want to block search engines after they index so many links.
