I want to only allow the administrator and moderator usergroup to be able to use image signatures.

No, you are misunderstanding what I want.
vBulletin by default allows you to choose whether a usergroup can/can't have a signature. I want to have an image signature as an admin, but I don't want my users to have image signatures. Your method won't work. How can I do this? I figured it needs if conditionals, but I don't know where to start... :ermm: |

I should have said apply the secondary group (that allows sigs) to the users you want to allow to use sigs.

I have several usergroups and only the users that I allow to have sigs have them.
