Yes it can (with a hack) but have you considered the ramifications?
Multiple users on a network would be affected, as would AOL users and many others. Even cable/DSL users generally do not have static IPs. Contrary to popular belief, most are dynamic; power failures, cable/DSL tech work or simply rebooting the modem or terminal adapter can bring a new IP into use. If I were a user with a dynamic IP (one that changes with login), and registered, then the next person to be assigned that IP would not be able to register. Blocking IP addresses should be done only with a lot of thought and only as a last result. |

Not forgetting (in the uk anyway) that many ISP's force users through proxy servers, so hundreds (thousands) of users can appear to have the same ip [unless you have another hack installed to get past this].
