Is there a hack for VB3 that lets moderators (or a specified usergroup) edit a users usergroup?

We had a custom hack for this on vb2 and I saw this hack by Xenon (also for vb2) which does something similiar - but nothing for vb3.

nope, doesn't exist right now.

there are several request, but i didn't found the time to do it right now..
