New Attachment Notification with Conditionals?

Hi all,
This is my second request in this lovely community forum. I am wondering if anyone can write a mod for Vbulletin 3.0.1 or upcoming version compatible. I need this mod to do the following:

1) Controlable through Admincp, where you set what extension type should be notified to members and their notification interval.

2) There should be a template editor for the mails that will be sent out to all the users who are subscribed to recieve mails from admins. This template should automatically retrive the latest attachements name and put it where its neccsary and send it out to all users.

e.g Template:
Dear BlazeXxx,
There are new Attachements called $attachementname in $threadurl by $username.

3) If there are more than one attachment added that day, all the names shud be listed in sort of a neat way.. so the user is not bombed with tooo many mails per day for attachments added.

I am needing this badly, i am sure A LOT of ppl will love to use this. I update my site with latest pictures and clips, and All of my members wants to be notified. So I can't really compose mail for every single attachement and den mail to users each time.

I am willing to donate some money to the coder, whoever comes forward and finish this job.

If you don't understand what Exactly I am needing out of this hack mod, then please feel free to ask here. :nervous:
