This is probably happening because the email is going to the users SPAM folder and they may not be aware of it. You may want to put a message in that advice the users to check their SPAM folder for the email.

Actually, maybe a good hack would be to be able to tell the user which email address is being used to send the message to them, that way they can add it to their contacts (since many spam software allow email through from people that are in the contact list) and a button to ask for the resubmission of the verify email, so in the case that they missed the email, they can request to get it again.
This will mean that somehow, a secret question will be needed and a way to enter to pending registrations section by entering the email address and secret question, and requesting that resubmission of the email.

Actually, many ISP have spam software (I have worked for two major ones maintaining their network).

Your Registration Problem forum is an excellent way to deal with problems. However, I will analyze this from the user perspective:

1. Ok. I registered and I am supposed to receive a message.
2. I looked at my inbox and I do not see an email.
3. Hmm. Maybe my email server is slow; or maybe is their email server the one that is slow. I'll just come back to it later when I get the email. So, I close my browser
4. Later, two things could happen:

I come back and check my email and do not see anything. Now I do not remember the site name that I went and I am unable to find it again. Oh Well!

Or, since I did not see a reminder email, I forgot that I was waiting for one at all.

Which this brings the need of an excellent hack. A reminder system so after certain amount of time of unconfirmed emails, the system sends a reminder. However, as far as I know, the system does not save this information anywhere, which means that additions to the database will be needed. But I still think that a message reminding the user about the SPAM folder will help a lot.
