Can anyone please tell me why this is happening and how to fix it?

You need to increase the number of mysql connections in your php.ini if you are on a dedicated server, or get your host to do it for you. You've reached the maximum numbers of mysql connections.

Make sure that in your config.php in your admin directory that you have persistent connections set to "0". That helps to reduce the connections.

It's good news that your forums is growing, but bad news because you are outgrowing your host.

Bear in mind the maximum number of connections on a shared server is shared between all the sites sharing that server - so if you are on a shared server with another busy site, then that site may be the cause of your problems.

It is set to 0 in the config.php. There isn't anybody even on the site right now. Why is it erroring out like this?

If no one is on the site, then it is another site on the shared server that is causing the problem (if you are on a shared server). Email and let your host know. There's nothing else you can do really (unless you have a hack installed that is using an ENORMOUS amount of queries).
