Okay here's what I want to know. How does vb.org have the login thing on their front page. And I think they also just post threads to do their news (Am I right?).

I know I can do this with PHPPortals, but, I didn't like PHPPortals had to much garbage in it that I didn't need.

Can anyone help me out here? I know it can't take extremly a lot of coding. Can it? Well if this isn't too much to ask plz someone help me out!

I think the vBIndex hack might be what you're looking for.

The portal you see when visiting vBulletin.org (the homepage) was done by FireFly. At one point he was selling the script although I am not sure he still is, although you would have to ask him for an official answer

If he is not selling it, the next best bet would be to go with vBHome or vBIndex.
