There are two choices

1st option.
Add the following code into the theme css_additional.css template you are using.
change the color according to you.

.forum-list-container .forum-item td{
    border-top: 1px solid #fd0414;
}

2nd option,
Of the style you are using, go to the Style Variable Editor and do as in screenshot.

you-site/admincp/stylevar.php?dostyleid=the stilid you use
