Fatal User Error: The requested language does not exist, reset via tools.php. in ..../includes/functions.php on line 1902

I know this comes up frequently, but in my case, trying to install tools.php to fix this.
I cannot access admincp or any part of the forum now. Uploaded tools.php to the root directory and was informed it needed to go into an install folder in the admincp folder. There is no folder there marked as such.
Not sure what I should be doing.

This all occurred after I upgraded my database from 5.3 to 5.6. Was this an issue?

Any more thoughts on how I can fix this?

You need to put tool.php into the /admincp directory and then also upload the /install directory (without the install.php file).

And what do you mean you upgraded your database from 5.3 to 5.6? Do you mean your php was upgraded? If so, what version of vBulletin are you running?

The latest version: 4.2.3 and yes, PHP
Uploaded the entire "install" folder into the root forum directory. tools.php is now in admincp.


Okay, got in, and reset Language in top and got:
Warning: mysqli_query(): (42000/1118): Row size too large (> 8126). Changing some columns to TEXT or BLOB or using ROW_FORMAT=DYNAMIC or ROW_FORMAT=COMPRESSED may help. In current row format, BLOB prefix of 768 bytes is stored inline. in /data/24/4/105/116/4105605/user/4601113/htdocs/letstalk/includes/class_core.php on line 1394

Hi Lynne,

As much as the link seemed to hold the answer, the solution to edit the file is way beyond my skill-set, and none of the documentation links were clear to me where or how to edit the innodb_log_file_size. Apparently I need to find and edit the my.cnf file, but cannot find it anywhere.
PHPMyAdmin is the portal I use to get into the db.
No help from my host (web.com), and moving the site at this point (that, I know how to do) would probably not change anything since the problem is a screwed up SQL database.
Site has been down for a month... and trying to fix this between jobs.

I found a site that has a list of command lines to do this (I can do this), but cannot find the area in PHP admin to enter these.
Tried the "query" area, but that doesn't seem to be right.

As another solution, will a reinstall of VBulletin clean this up?
