Time of the answer of the server

1. How to reduce time of the answer of the server that it made no more than 200 ms?
2. What service it is possible to test time of the answer of the server precisely?

1. TTFB is decided by how many plugins you have installed, how much the load is on the server, how fast your SQL server is, etc.
2. Most browsers these days have developer tools (which in most browser you can open by pressing F12) which displays the TTFB, DNS response time, etc. of each request.

Making use of caching modules, PHP 7, less plugins, etc. all has impact on your website its performance.

But nothing to say, you did a good job covering it!

Additionally, getting 200ms or under for "time of the answer of the server" really doesn't help much if your site then takes forever to load. I'm talking seconds there.

This is actually a really common misconception. Plugins can only really effect your speed if they're intense or unoptimized. Not to mention, there's various ways to use plugins to further optimize load.

True, it heavily depends on what kind of plugin.
A lot of plugins aren't optimized though.

It depends upon how many queries the server has to run to construct the page source code in the "first byte" which is request #1. Lots of plugins require lots of queries. Lots don't.
