1. Configure the date.timezone variable in the php.ini file of your PHP installation.
2. Delete the /install/ directory on the server of the vBulletin installation.

Please note now I am getting following error;

Fatal error: Call to undefined function can_administer() in /home/Forum_name/public_html/forum.php on line 31

Kind enough to suggest the solution for the same.

That error is from the admincp version of forum.php - which should not be in the root folder as your error message above suggests it is. Seems you have files in the wrong place.
