I would like to give all users that are in X usergroup, moderator permissions, to only X forum.

Is there any way this can be done? I tried finding a vB4 mod but wasn't lucky.

There is no way to do it in default vbulletin. You would need to write a modification of some sort to do it. I am thinking you could maybe write a plugin maybe? I've never really looked into doing this, but I think you may be able to do that.
