Adding alt text in navigation buttons

Is it possible to add alt text (on mouse over) on the navigation tabs?
Like Forums - Alt text: Browse our forums
Blogs - Alt text: ..........
and so on.

Yes but you'd have to add that in all templates that reference the button(s)
