Anyone know of a good service or person who can convert this psd to a vbulletin skin?

Or least help direct me with points on achieving this myself?

Depends on how close you want it to be to the layout and what your budget is. That looks like a moderate amount of custom coding, esp if you want it very close to the design. I'd say 20~30 hours maybe in total work and css/slicing/etc.

I would want it to look exact. Budget isn't too much of an issue depending on the quality.
