Does vB disallow file uploads?

Because the form I finally got to submit here: https://vborg.vbsupport.ru/showthread.php?t=281171 if I check any of the $_POST variables they are all fine however $_FILES is always empty.

EDIT:

It's because I didn't have a maxfilesize input field >.<
