We have an announcements forum and I want to fire off an email every time there is a announcement posted in that forum to all the users.. Doable?

I guess you could manually set everyone's subscription to that forum. But in general that type of no-choice 'opt-in' is considered Bad Form these days.

Besides, a lot of them are bad emails anyway, others won't read them, still others will mark you as 'spam' sending all your future emails - even to other people - to the bit bucket.
