I see Mods are posted at:

Mods > vBulletin 4.x Modifications

But, where is proper place to ask others if a certain Mod exists? (after doing a search, of course).

Either vB4 General Discussions or vB3 General Discussions

But yes, you should do a search first because people don't like to answer questions if they have already been asked recently.
