most people who run forums know exactly what to setup for new users i.e, have new registrations not be able to do certain things before so many posts. or not allowed to have a signature until they have reached X amount of posts, also forcing them to post in a certain forum before they can post in another part of the forum

can anyone share with me what they always setup and how its setup, thanks

Don't mess with any of that add-on stuff. Just go with the default usergroups.
