In phpBB2 is modified to add comments to posts by the administrator and moderator.
In addition to standard buttons add an additional comment.
When you press the window pops up and you can enter text which will be added at the bottom of the post.

If you don't require the edit note to be *within* the message body, then you can use the standard vBulletin edit note. See the bottom of this post for an example.

Yes I know about editing the information and actually use it.
The problem arises when you add more than one comment and sometimes I need 2 or 3
