Smilies, bbcode, WYSWYG Missing from Post/Advanced Reply

For all my users it seems that in advanced reply mode or when making a new post there are no smilies or bbcode or WYSWYG editor present.

this is in 4.0.5 with the default style and very few modifications.

If I go to a single user and change the "Message Editor Interface" to Show Enhanced (WYSIWYG) Editor Toolbar then I get them but only on QuickReply, if I go advanced or make a new post they are no where to be found.

How can I change this so that all the smilies and bbcode are displayed?

Problem has been solved bu going to VBAdmin --> Options --> Message Posting Interface Options
