Time Zone issue, need help!

I have vBulletin 3.6 version, one user made a post at 11:56 EST, and our server's time is also 11:56pm. here is the strange part for the registered users viewing this post who is in Central time zone .

if I setup this user's time zone to central Time zone from User's own control panel. the time will changed to 10:56pm, which is correct. If I changed to Eastern Time Zone from this user's control panel, it will be 12:56pm.

Now I want the post always show the Eastern Time, what should I do? Can I disable this time zone thing?

nobody knows? I did the search before post on this board, no answers found.
