if i buy a vb license today and tomorrow you release version 4.0 would i be entitled to upgrade to it .

or if i buy a leased license then what ?

btw by how much time do i expect version 4 to release

Each license comes with 1 year of updates.

There is no date scheduled yet for the vBulletin 4.0 release. Once the date is know it will be announced at vbulletin.com.
