Charge new users to post, allow existing to post freely!

Have a bit of an issue on the forum I run, have searched a bit on here but can;t seem to find anything which will do exactly what I need. If I'm missing something obvious - feel free to point me in the right direction.

Anyway - I've tried a number of classified advert solutions, none of which were really suitable, or popular with the sites members.

I'm now back to using standard forum sections - everyone is happy.

Well not quite. The site is reasonably busy and we're getting a lot of people registering purely to post an advert, and then never posting elsewhere. Its annoying, but also slightly risky - I don't particularly want stolen cars/ car parts being advertised.

What I need to do is allow users with 50+ posts to post adverts freely, but users with less than this amount to have to take up a paid subscription to post using paypal.

Anyone have some pointers?
