I am having a problem with titles. Here is what I have in the usergroup manager

I have 3 groups:

Registered Users with title "Registered User"
Members with title "Members"
BOD with title "BOD"

All users are members of Registered Users and everyones title has "Registered User"
All users that are members of Members (they are also "Registered Users") still have the title "Registered User"
All users that are members of BOD (Also members of Members and Registered Users) still have the title "Registered User"

In the user manager for the groups "Members" and "BOD" the setting for "Can override primary group title/markup" is set to yes.

Unless I change each member to a different Primary Usergroup the titles will not change.

ANyone know what I am doing wrong?

It will always show the usergroup title for the primary usergroup, unless the admin has set another Display Usergroup, or the user has selected it in his UserCP.
