Is it possible to set it up so that only specified infractions will get a topic posted in the "User Infraction Discussion Forum"?

It is not a default option. You can either set topics to be created or topics NOT to be created.

I relize that it's not in the default settings, but is there a mod created already that would allow me to do this, or would if be something simple I could do myself?

There is non that I am aware off. But would be handy. I searched for this mod a time ago.

Would be useful to organize reports for groups of moderators.
