Follow or noFollow on Link Directory?

Hi there, Ive searche the forums and read lots of posts about this follow / nofollow thing but all talk about the forums and I cant get the answer Im looking for.
My site is basically a Web Directory, the thread titles are all URL's and on the first post it describes that site on title and has the direct URL also,I purchased VBSEO 2 weeks ago and I just purchased the vBadvanced Link Directory plug in and soon will be installed.
My question is:

In my specific case is it apropiate to do this follow thing or just leave it as is?
Remember, the whole concept of my site is to promote other websites from Puerto Rico. See what im talking about here

Its personal preference, if you want to give those you link to link juice then dont apply nofollow.
