I was wondering if there was any plugin or way for me to set up a VIP forum where only VIPs can view threads, but everyone else can still view thread titles so they can see what they're missing. Anyone know of one? I can't seem to find anything.

No need for a plugin...
First, create your VIP usergroup. Allow full access to the forum. Second, you'll need to go to the Forum Manager. Select Permissions and select the groups you want to view the forum and allow them to view the forum, but not the actual threads. |

I've done that but the threads aren't appearing. It just says "Private Forum"...then you click it, and you can technically view the forum, but it's showing as empty, no threads or anything. My goal is to make it so they can see all the threads, but once they click one to view it it says "You don't have permission to view this thread" or something along those lines. I'm running 3.8.2 btw if that makes any difference.

Hmmmm. I would have thought it would display the thread titles. I've never attempted to set a forum up in that manner, tho. Time for me to go play.
