Limit each user to 1 reply to specific threads?

I run a regional firearm website, NorthwestFirearms.com. On this site we have reviews for local businesses in the form of a vBulletin poll, as well as the ability for users to comment on their experiences in the thread. In order to prevent arguing in the thread, I'd like to make it so users are restricted to posting only one reply in these threads. Is this possible?
